Improving the Relevance of Accessibility Statistics
Accessibility is complex, but the needs of the population can be represented by a basket of indicators describing opportunities available to transport users and non-users.
This paper was prepared for DfT as part of discussions about how the national accessibility, connectivity and travel time statistics could be refreshed in 2020.
The DfT methodology was originally designed by DHC in 2005 and followed until 2015 as discussed in this DfT paper. By 2015 change was needed but cross government agreement on a new approach has taken time to achieve.
